Todd Mattson is a Project Manager and Senior Ecologist, as well as the Minneapolis, Minnesota office branch manager and senior manager for our Canadian operations. Prior to joining WEST, Todd was the Director of Environmental Affairs at Element Power where he was responsible for leading environmental permitting and compliance efforts for Element’s wind and solar energy development projects throughout the United States. Before his time at Element, Todd was also a Vice President and wind energy program manager at HDR Engineering, Inc.
Todd began his career in the environmental field in the early 1990’s working for the U.S. Fish and Wildlife Service on the first reintroduction of the endangered black-footed ferret in Shirley Basin, Wyoming. He continued his work as a field biologist conducting studies on prairie dogs and other small mammals and completed his Master’s thesis research on the roosting ecology of the silver-haired bat in the Black Hills of South Dakota. After obtaining his Master’s degree in Wildlife Ecology from the University of Wyoming in 1994, Todd shifted to life as an environmental consultant and regulatory specialist, where he has been working on numerous energy projects throughout the United States including multi-state pipelines, transmission lines, LNG import terminals, and utility scale wind and solar projects. This has included a variety of roles and responsibilities in conducting or directing project feasibility and planning analyses, field studies, federal and state environmental reviews, agency consultations, and permitting. Much of his work has had particular focus on project compliance with the National Environmental Policy Act, Endangered Species Act, and Bald and Golden Eagle Protection Act.
